AIM AND OBJECTIVE:- The Open Board of Secondary Education, Manipur (OBSEM) aims to provide inclusive and accessible education to learners from all sections of society, with special focus on girls and women, rural youth, working professionals, and individuals who could not continue their studies through the formal schooling system. The Board seeks to promote awareness, motivation, and lifelong learning in response to changing social, economic, and technological environments.

OBSEM is committed to delivering Secondary and Senior Secondary education to students in both rural and urban areas who face economic or social challenges. By offering flexible learning opportunities and quality academic programs, the Board works to equip learners with strong educational foundations, prepare them for employment opportunities, and encourage responsible, non-commercialized approaches to education.
